New Construction for Sale in Punta Cana, Answered From Inside One Project
Most searches for new construction in Punta Cana end on a list of projects. This page does something narrower and, for a buyer, more useful: it takes one building that is for sale now and walks through what buying a home that does not yet exist actually involves. The building is Belara, 59 residences on five levels in Green Village, inside Cap Cana, priced from US$318,701 and planned for delivery in Q4 2029. The same questions apply to any off-plan purchase in the Dominican Republic; here they come with this project's own answers where they exist, and an honest gap where they do not.
What you are actually buying before the building exists
A pre-construction purchase in the Dominican Republic usually begins with a contrato de promesa de venta, sometimes called an opción de compra. It governs the transaction from the start until the price has been paid in full and the definitive sale contract is signed. What it does not do is transfer ownership. For the years of construction, what a buyer holds is a contract, not yet a registered home.
Ownership arrives through the registry. Article 90 of Ley 108-05 makes registration constitutive: the right that is registered is the right that exists, and the register is presumed accurate. For an apartment that means the building's condominium regime has to be registered and the unit entered with a title of its own. The registry also provides for a regime to be recorded while a building is still under construction, which is a route that exists, not a statement about where any particular project stands on it.
Belara in figures
Belara is a single five-level building of 59 residences in a Belle Époque-inspired design, arranged around a central atrium that brings light and cross-ventilation into every home and opens onto Green Village's central park. The price list of September 2026 shows 15 layouts, from one-bedroom residences starting at 1,044 sq ft to three-bedroom penthouses, the largest of which starts at 4,575 sq ft, sizes that include the terrace. There are three penthouses in total. Every residence includes a service bedroom with its own bathroom.
On that same price list, 51 of the 59 residences were shown as available, a figure that will move as the building sells. Delivery is planned for Q4 2029. Residences come with a stove, fridge, oven, washer, dryer and VRF air conditioning; they are not furnished.

CONFOTUR is a new-construction question
CONFOTUR, the incentive regime under Law 158-01, can exempt a qualifying property from the 3% transfer tax and from the 1% annual IPI property tax for 15 years. Three details make it specifically a question about new construction. It benefits first buyers from the developer only, so a resale does not carry it. The 15-year term is counted from the completion of construction, not from the day you sign. And it is not automatic: it has to be filed and recorded on the title.
At Belara, CONFOTUR classification is planned, and the page says so in those words because it has not been granted. The developer's documents state that the project will have it; the approval in the file is a conceptual, conditional approval from Cap Cana's planning council, issued in 2026, which expressly does not replace government approvals. Treat any figure that assumes the exemption, including the developer's rental projection, as conditional until the resolution exists.

Who is building it
Belara's developer is KMA Developments, a Dominican company founded in 2015. Its record is mainly as a builder: it has participated in more than 3,000 housing units across the country, built as a contractor for other developers rather than developed under its own name. It is also a direct contractor to Cap Cana for infrastructure work, including electrical, internet and sanitary networks in Ciudad Las Canas, inside Cap Cana.
That distinction matters when you read any track record. Building for others shows construction capacity; it is not the same as having delivered completed condominiums of your own to buyers. Ask which past projects were built as contractor and which, if any, were sold under the company's own name, and ask to see one.
The order of events, from signature to title
The sequence below is the general shape of an off-plan purchase in the Dominican Republic, with Belara's own dates where they exist.
